For over two decades, U.S. foreign aid has played a pivotal role in Cambodia’s development, supporting sectors such as health, education, land mine clearing, and civil society.

This factsheet provides an analysis of USAID funding in Cambodia from 2020 to early 2025, highlighting the key focus areas of funding, and the implications of its sudden suspension –not just development gains, but on the well-being and livelihoods of vulnerable communities — following Executive Order 14169. It specifically outlines how the freeze affects Cambodian development projects, organizations, key sectors, and civil society. Finally, it also examines lessons learned from sole reliance on a single source of aid, and proposes strategies which may mitigate the impact of this crisis and build greater resilience.
